The Neon guard at the front desk still insist I have a bounty, but infact I have not

If I reenable Skeevers .esm mod https://www.nexusmods.com/starfield/mods/5724 the problem is fixed instantly. Is this supposed to take some time to take effect (if I used another mod for it?)

Disable .esm and remove plugin.txt entry for mod https://www.nexusmods.com/starfield/mods/5724 Head over to Neon either via fast travel, or direct flight and landing Neon guard insists on bounty, if you ever had one in your playthrough, even if not currently outstanding.
